PRESS RELEASE: Reprinted Absentee Ballot Course of Action

In conjunction with the April 7, 2015 Consolidated Election, please find below a course of action that the East St. Louis Board of Election Commissioners will be utilizing to attempt to ensure that each voter’s vote counts and to try and prevent any voter from being disenfranchised.

It should be noted that if the voter chooses not to vote the reprinted ballot and the Election Board has received the original ballot, the original ballot will be counted.

Course of Action
  • Notify & mail reprinted absentee ballots to all voters who previously requested an absentee ballot by regular mail.
  • Notify & mail reprinted absentee ballots to all voters who requested an absentee ballot by grace period by mail.
  • Notify & e-mail reprinted absentee ballot to military voter who requested an absentee ballot via e‑mail.
  • Notify all walk in voters that reprinted absentee ballots are available who requested an absentee ballot in person.
  • Notify all grace period in person voters that reprinted absentee ballots are available who requested an absentee ballot.
  • All requests for absentee ballots will be canceled and a 2nd request will be set up for each voter who has requested an absentee ballot by regular mail and grace period by mail.  This will allow mailing labels to be generated for each voter.  As the 2nd mailing ballots are returned, the barcode on the labels will be scanned and the return date will be entered into the absentee ballot posting report.  If the reprinted ballot is never returned, the original ballot’s return date will be re-entered and the original ballot will be cast.
  • For each walk in  & grace period in person voter who has voted previously and returns to the Election Board to vote the reprinted absentee ballot, the previous request will be canceled at that time and a 2nd request will be set up (this will allow a label to be generated).  If the walk in voter never returns to vote the reprinted ballot, the original ballot will be cast; therefore, the original return date is never canceled.
  • We will identify 2nd mailing incoming absentee ballot envelopes with an identifying mark before mailing the reprinted absentee ballots.
