The East St. Louis Board of Election Commissioners has prepared this material, which we hope you find useful and informative as you pursue elective office.  However, this information is merely a guide and should not be used in lieu of competent legal counsel.

 

Candidates are strongly advised to obtain legal counsel regarding their legal qualifications for office, the proper method for completing the petition forms with respect to the office, the minimum and maximum number of signatures required, the qualifications of signers and circulators, and other information.

** The eight (8) candidates receiving the highest number of votes will be nominated and will appear on the ballot at the April 6, 2027 Consolidated Election.

 

QUALIFICATIONS:  Qualified elector of the municipality and one-year residency in the municipality preceding the election.  A person is not eligible to take the oath of office for a municipal office if that person is, at the time required for taking the oath of office, in arrears in the payment of a tax or other indebtedness due to the municipality or has been convicted in any court located in the United States of any infamous crime, bribery, perjury, or other felony.

NOTE: Blank nomination petitions may be reproduced prior to circulation.  The signatures of the signers, circulator and the notary public must be original.

 

STATEMENT OF CANDIDACY:   Filed with nominating petitions.

 

LOYALTY OATH (Optional):   Filed with nominating petitions.

 

STATEMENT OF ECONOMIC INTERESTS:   Filed with the St. Clair County County Clerk on or before Monday, October 26, 2026.  Also, the economic interests receipt must be filed no later than 5:00 p.m. on the last day (Monday, October 26, 2026) on which nomination papers may be filed for the office for which the candidate is seeking.  THE DATE AND TIME AT WHICH A NOMINATING PETITION WAS FILED IS NOT CHANGED WHEN THE RECEIPT OF ECONOMIC INTERESTS IS FILED AT ANOTHER TIME DURING THE FILING PERIOD.

 

 FILING DATES:   Monday, October 19, 2026 through Monday, October 26, 2026.

 

­NOTE:   The East St. Louis Election Board Office will NOT ACCEPT any petition for filing after 5:00 p.m. on the last day of the filing period, which is Monday, October 26, 2026.  This applies to any individuals waiting in line as of the 5:00 p.m. deadline who have not yet filed their petition. 

 

In the event two (2) or more petitions are received simultaneously for the same office and party or nonpartisan candidates, as of 8:30 a.m., Monday, October 19, 2026 or within the last hour of the filing deadline (between 4:00 p.m. and 5:00 p.m. on the last filing day), Monday, October 26, 2026, a lottery shall be conducted in the Election Board Office.  The date and time is to be announced, if applicable.

DEADLINE FOR FILING OBJECTIONS TO NOMINATION PAPERS IS MONDAY, NOVEMBER 2, 2026.

 

CAMPAIGN DISCLOSURE:  Reports must be filed either on paper or electronically with the State Board of Elections, 2329 S. MacArthur Blvd., Springfield, IL  62704 or 69 W. Washington St., Suite LL-08, Chicago, IL  60602.

 

TUESDAY, JULY 28, 2026 IS THE FIRST DAY TO CIRCULATE PETITIONS FOR NONPARTISAN CANDIDATES.

 

THE CONSOLIDATED PRIMARY ELECTION WILL BE HELD TUESDAY, FEBRUARY 23, 2027.

 

THE CONSOLIDATED ELECTION WILL BE HELD TUESDAY, APRIL 6, 2027.
