The East St. Louis Board of Election Commissioners has prepared this material, which we hope you find useful and informative as you pursue elective office.
All candidates for public office in Illinois, whether they are established party candidates, candidates of new parties or Independents, must carefully follow the law when filing their nominating papers.
Meeting these legal requirements, which are found in Chapter 10 of the Illinois Compiled Statues (Election Code) and Chapter 65 of the Municipal Code, is a requirement of all candidates. However, this information is merely a guide and should not be used in lieu of competent legal counsel.

 Municipal Mayor*, Clerk*, and Treasurer*

* The four (4) candidates receiving the highest number of votes will be nominated and will appear on the ballot at the April 7, 2015 consolidated election.

Municipal Citywide Councilmen**

** The eight (8) candidates receiving the highest number of votes will be nominated and will appear on the ballot at the April 7, 2015 consolidated election.


Qualifications

Qualified elector/registered voter. A person is not eligible to take the oath of office for a municipal office if that person is, at the time required for taking the oath of office, in arrears in the payment of a tax or other indebtedness due to the municipality or has been convicted in any court located in the United States of any infamous crime, bribery, perjury, or other felony.

Residency: One-year residency in the municipality preceding the election.

Signature Requirements (Citywide): Nonpartisan Signatures: Minimum (136) Maximum (218)

Statement of Candidacy: Filed with nominating petitions.

Loyalty Oath (Optional): Filed with nominating petitions.

Statement of Economic Interests: Filed with the county clerk on or before November 24, 2014. Also, the economic interests receipt must be filed on or before November 24, 2014 in the Election Board office by the 5:00 p.m. deadline. It should be noted that filing the receipt by the last day of the filing period will not change the initial date and time of filing the nominating petitions.

Filing Dates

Monday, November 17, 2014 through Monday, November 24, 2014.

NOTE: The filing deadline is 5:00 p.m. on November 24, 2014, only, in the Election Board office.

In the event two (2) or more petitions are received simultaneously for the same office and party or nonpartisan candidates, as of 8:30 a.m., November 17, 2014 or within the last hour of the filing period, November 24, 2014, a lottery shall be conducted in the Election Board office. The date and time is to be announced, if applicable.

Deadline for filing objections to nomination papers is Wednesday, December 3, 2014.

Tuesday, August 26, 2014 is the forest day to circulate nomination papers for nonpartisan candidates.
The consolidated primary election will be held Tuesday, February 24, 2015.
The consolidated election will be held Tuesday, April 7, 2015.
Polling Places will be open from 6:00 A.M. to 7:00 P.M.
